SEABAS

SEABAS is a project that helps authorities and organisations integrate sustainable marine use and ecosystem protection into maritime spatial planning. Building on eight EU projects, it advances SEA and cumulative impact assessment, strengthens sustainable blue economy planning, and refines tools for tackling transboundary challenges, supporting more resilient and collaborative Baltic Sea governance.
OVERVIEW OF THE PROJECT
SEABAS is committed to advancing sustainable and ecosystem-based management of the Baltic Sea by integrating Strategic Environmental Assessment (SEA) and cumulative impact assessment (CIA) more effectively into maritime spatial planning (MSP). The project engages public authorities, international organisations, and NGOs - important actors that can drive balanced human activity at sea when supported by coherent tools and shared knowledge.
At the moment, many valuable approaches to SEA and CIA exist, but they are dispersed across multiple initiatives, unevenly applied, and not fully adapted to transboundary challenges.
SEABAS addresses this by consolidating the outcomes of eight EU projects, harmonising monitoring and data-sharing practices, and developing refined methodological recommendations tailored to regional needs.
Through collaborative workshops, capacity-building efforts, and targeted pilot applications, SEABAS will validate and adapt these tools so they are easier to adopt in practice. The project strengthens ecosystem-based MSP, supports a sustainable blue economy, and fosters more resilient, coordinated governance across the Baltic Sea region.
