Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.

3.1 The Session recommended the next steps in finalizing the HELCOM common understanding of EBFM:
a. the drafting group of Sweden, Germany, Denmark, Poland, CCB and WWF to address the proposals from the workshop, Secretariat will circulate a doodle poll to identify a date as soon as possible;
b. the Secretariat and the Contracting Parties would engage with the BSAC EBM working group on 21 May 2025 to present an update on the draft version of the EBFM common understanding and explore differences and similarities in the approach;
c. the Secretariat would inform on progress of the common understanding with BALTFISH;
d. the drafting group would submit a final version of the document for approval to IC WG FISH 6-2025 and forwarding to IC HOD 8-2025 in December;
e. the Working Group would circulate the EBFM common understanding document with other subsidiary bodies and other organizations such as BSAC and BALTFISH upon its completion to identify concrete tasks and actions to implement EBFM.
