Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Description

While official meetings and other events of all HELCOM Working and Expert Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, informal consultation sessions, without Russian participation, can be organized and hosted by a Contracting Party.

The TaskForce on EBA Guidelines under HELCOM-VASAB WG MSP was invited to participate in the 13th session of the Task Force on the EBA Guideline revision which took place on February 27,2025.

Agenda:
- Third draft of the section on interaction and communication (to be submitted shortly),
-Introduction (preface) to the revised Guideline, drafted by the Chair (to be submitted),
- A compiled draft of the Guideline, including examples such as zonation tool (Finland), scenarios in German MSP (Germany)
- Final draft, definitions of EBA (track changes highlight minor amendments requested by 12th Session)
-Final draft, specifics of MSP (track changes highlight amendments requested by 12th Session and received comments)
-3d draft Participation and interaction
-text for text boxes exemplifying zonation tool and German scenarios
-Compiled revised Guideline (text boxes included, latest drafts of all documents inserted, added text on BSAP 2030 requirements is highlighted by yellow)
