Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Description
While official meetings and other events of all HELCOM Working and Expert Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, informal consultation sessions, without Russian participation, can be organized and hosted by a Contracting Party.
The 8th Informal Consultation Session of the Heads of Delegation (IC HOD 8-2025) was hosted by the Lithuanian Chairmanship of HELCOM and was held in Helsinki, Finland from 16 - 17 December 2025.

CCB's participation at the meeting
CCB submitted its position against new oil and gas extraction in the Baltic Sea, calling for compliance with the Helsinki and Espoo Conventions, as well as HELCOM Baltic Sea Action Plan.
During the event, CCB handed over the joint petition with more than 88,000 signatures to:
- Representatives of Poland: Monika Niemiec-Butryn & Tomasz Król (Ministry of Infrastructure)
- Representatives of EU: Laurent Markovic & Michel Sponar
- Chair of HELCOM & Vice-Chair of HELCOM (Lithuania): Vitalijus Auglys & Tomas Želvys (Ministry of Environment)
- HELCOM Executive Secretary: Rüdiger Strempel
