Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Description

While official meetings of all HELCOM Working and Expert Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, informal consultation sessions, without Russian participation, can be organized and hosted by a Contracting Party.

The Fourth Informal Consultation Session of the HELCOM Heads of Delegation (IC HOD 4-2023) was hosted by the Latvian Chairmanship of HELCOM and was held at the HELCOM Secretariat premises in Helsinki, Finland from 13-14 December 2023.

The Session was attended by participants from all Contracting Parties except for Russia and by Observers from Baltic Sea States Subregional Cooperation (BSSSC), Coalition Clean Baltic (CCB), Race For The Baltic and the World Wide Fund for Nature (WWF).

Outcomes of the meeting:
- The Session took note of the comments by Finland and CCB that the first proposal by Poland is redundant because it is already clear from the existing text that the countries can decide which methods to use and on the second proposal that the choice between field and farm level is already mentioned in the original draft as the last sentence of the first paragraph under the title “Nutrient balance calculation”.
- The Session took note of the fact that there will be a possibility to organize side events in the afternoon of 24 April 2024. The Session noted that CCB and WWF plan to send a proposal for such an event to the organizers in the near future.
- The Session took note of the view by CCB that eutrophication, remains a major pressure, and that the situation with the management of commercial fish stocks is in contradiction to the objectives of reaching GES in the Baltic Sea, and that these issues should be reflected in the declaration.
