Description

The online Workshop on "Underwater Noise by Shipping" was hosted by the Federal Maritime and Hydrographic Agency (BSH), Germany, in cooperation with the Coalition Clean Baltic (CCB).

It took place on 8th September (13:30 – 16:45 h CEST/14:30 – 17:45 h EEST) and 9th September 2022 (9:00 – 12:30 h CEST/10:00 – 13:30 h EEST), online.

Background and Aim of the Workshop

At the last meeting of the HELCOM Maritime Working Group (MARITIME 21-2021), Contracting Parties (CPs) identified a need to have a more intensive exchange on latest research results with respect to continuous underwater noise and shipping. The meeting encouraged, among others, CPs and observers to submit documents presenting results from studies on underwater noise and its environmental impacts to MARITIME 22-2022, as well as agreed to invite the Chair of EG Noise and relevant experts on underwater noise to participate in the next meeting of the Maritime Working Group. The Coalition Clean Baltic (CCB) offered to arrange a seminar on continuous underwater noise before MARITIME 22-2022 to enable a more detailed presentation and discussion.

In the meantime, the Maritime Working Group has also worked intersessionally and CPs were invited to identify leads and a way forward for the implementation of actions in the 2021 Baltic Sea Action Plan (BSAP).

Germany, in line with its current HELCOM presidency priorities, announced, among others, to actively support the actions of the BSAP related to underwater noise and shipping (S55, S56 and S57). In particular, Germany was interested to contribute to the process of initiating and supporting pilot projects as described under BSAP action S56 b), i.e. pilot projects to study efficacy of vessel slow down, rerouting and other operational measures, on noise emissions and responses of target species.

Germany was therefore very pleased to host a joint workshop with CCB to:

1. Provide for an update on the latest research results and policy developments at the international and regional level (e.g. IMO, EU, OSPAR and HELCOM);
2. Engage in bringing together representatives of different relevant stakeholder groups involved: administrations, research institutions, ports, shipping industry, manufacturers, NGOs etc.; and
3. Identify a concrete joint process to set up pilot projects to study efficacy of vessel slow down, rerouting and other operational measures, on noise emissions and responses of target species.

Preliminary Schedule:

The workshop consisted of two sessions on two consecutive days:
Day 1 - State of play (13:30 -16:45 h CEST)
Day 2 – The Baltic Sea in focus: What needs to be done? (9:00 – 12:30 h CEST)

A memo of the workshop has been submitted to the HELCOM Maritime Working Group (MARITIME 22-2022, 27-29 September 2022).
