OCTOBER

On October 3, CCB, Oceana and WWF Sweden took the floor during the HELCOM Ministerial Meeting. In the statement we urged the ministers and the governments to show strong leadership and agree to implement the actions to protect and restor the Baltic Sea.

COALITION CLEAN BALTIC, OCEANA AND THE FISHERIES SECRETARIAT sent to all
Ministers a document with requests to each Member State to consider before the Ministerial meeting on October the 3rd. The letter underlines that many of the actions set out in the BSAP in 2007 still haven’t been implemented, and that overall implementation has been slow and patchy. The following document presents a set of proposals for national actions to be taken in order to fulfill the objectives agreed upon by HELCOM

SEPTEMBER

On September 3-4, the Helcom Heads on Delegation meeting took place in Copenhagen. This meeting gathered key actors of the Baltic Sea Region and it aimed to prepare the HELCOM Ministerial meeting on 3 October. Taking place in the discussion, Coalition Clean Baltic together with The Fish Secretariat and Oceana sent a letter to the ministers of the Baltic Sea region, asking them to secure the Baltic Sea Action Plan (BSAP).

CCB participated in a workshop in Brussels as an invited NGO partcipant from the BSRAC to discuss the final results of a trawl selectivity project called LOT1 Collaboration between the scientific community and the fishing sector to minimise discards in Baltic cod fisheries, MARE/2010/11 LOT 1.

APRIL

The First Draft of the HELCOM Ministerial Declaration was presented by HELCOM secretariat and discussed at the HELCOM HOD and Commission meeting 4-6 March 2013 in Helsinki.

CCB has sent commnets to the draft to strengthen and complement the Ministerial Declaration to safeguard that the HELCOM BSAP goals can be reached. To guarantee such implementation of the BSAP more precise and detailed actions need to be developed in some areas of the BSAP.

JANUARY

CCB together with a number of EU NGOs issued a statement to underline the poor status of EU water bodies and that agriculture is the most prominent pressure. The statement demands that public funds must be linked to restrictions and improved performance of the agriculture sector.

Joint NGO briefing regarding CFP reform from the EU wide OCEAN2012 Coalition, sent to MEPs in January before the plenary vote on CFP basic Regulation. The statment was followed up with direct contacts and meetings with MEPs in Brussels on January 31st 2013.

SEPTEMBER

On the 7 th of September, CCB sent out a statement to all Baltic Member States presenting our priorities for the new European Maritime and Fisheries Fund. We ask the Member states to make sure public money is used for public good and that more money must be allocated to data collection and control. Also we demand that no money should be given to those who do not follow the rules.

AUGUST

On the 24th of August, CCB sent our proposals for which salmon river should be targeted for the continued work within the HELCOM SALAR project.

The BALTFISH forum meeting in Tallinn on the 28th of August focused on the discard ban in the Baltic Sea. CCB together with FISH, SSNC and FANC prepared a written statement about our ideas for the discard ban before the meeting and presented our views to the Forum. See the statement here:

On the 31th of August, CCB wrote a letter to the Danish Minister of Environment presenting our views and priorities for the Danish Presidency of HELCOM, and underlining the specific needs in reducing nutrient loads from agriculture.

JUNE

On the 20th of June, CCB together with FISH and OCEAN2012 sent this letter to the Swedish fisheries minister Eskil Erlandsson thanking him for saying no to the bad compromise on the CFP general approach proposed by Denmark on June 12th 2012. We note that he was on of the few saying no and we expect him to continue his efforts to change the CFP policies to save the fish stocks and stop the overfishing!
