Experts from the Unated States Department of Energy suppose that the world consumption of energy will rise by 60% in nearest 20 years. Political situation and oil market conditions in Europe and in the World change since oil companies change too. Russia is one of the main suppliers of fossil fuel in the World Market. To provide oil and oil product deliveries, Russia construct oil terminals in the Gulf of Finland and oil processing plants in the Baltic Sea Basin (table 1). Table 1. The main oil harbor in the Baltic is the new constructed port of Primorsk. Two years ago the load capacity of the new terminal was 12 million tons/year. This year the oil cargo turnover in the port of Primorsk will be 42 million tons. All tonnage, combined with the Great Port of St. Petersburg, will be 50 million tons in 2004. Ust-Luga becomes more and more visible point at the economical map of the Baltic Sea. Last year two new port complexes were started in construction in Ust-Luga port: Ferry and container complex and Universal cargoes complex. In 2005 Ust-Luga Company will open 2 port complexes: General cargoes complex and Oil and oil products complex Oil and oil products complex First stage 2 million tons/year (investment of 35 million US dollars. Second stage - 5 million tons/year (investment of 110-120 million US dollars) The oil terminal project in Batareynaya Bay was not yet started because Surgutneftegas is now concentrating its financial efforts on oil processing plants. The sudden update news: In late December two companies (Severo-zapadny alliance Ltd and Severo-zapadny reserve Ltd) have submitted two alternative projects of the new fuel/oil terminal in the Luga Bay near settlement Vistino (table 2). In Vistino companies intend to construct 15 km rail way and other infrastructure objects on the coast. Both these projects were accepted for the consideration in the Committee for Economy of the Government of Leningrad oblast. Table 2. Few months later it was known that the transnational company TNK-BP (Tumen Oil Company British Petroleum) will construct a new oil terminal at the north-east coast of the Luga Bay (near villages Logy and Gorky). The project capacity of the terminal will be 12 million t/year (7,5 oil, 4 mazut and 0,5 diesel fuel). Investors intend to start the construction in the beginning of 2005 and to complete it by the end of 2006. TNK-BP Company press secretary said that this project is not connected with Vistino project. So we can see an evident example of very active and aggressive policy of transnational companies, which try to catch fish in muddy water (read: to grab great money in favour oil market). Of course, only mad man will spill toxic liquids into environment. Cleaver constructors, builders and seamen try to exclude oil leakages. But nobody could guarantee absolutely clear and safe oil transportation and processing at the plants. New port in Primorsk has its own special oil-combating vessels and the special oil-combating service. Unfortunately in Russia due to different reasons (corrosion of tubes, obsolete equipment, etc) about 3-7% of transported oil is lost, in comparison with the international standard - 0,1%. GW ACTIONS: Green World tried to influence port development in our area. GW contributed ecologically friendly changes in the general plan of the port construction in Ust-Luga. In 2003 GW three times participated in the public hearings in Kingisepp (March 11, September 17 and November 5). At the first public hearing GW declared the opinion of GW and CCB about the threat of new port for the international wetland area Kurgalsky peninsula Since the project of the port complex in Ust-Luga was seriously revised by constructors and designers. First of all the port area was shifted about 1,5 km apart from the Luga river and Kurgalsky peninsula Ramsar area. Then the volume of bottom dragging works will be reduced subsequently due to more convenient disposition of the port terminals. The reduction of dragging works will prevent 1) the probability of secondary radioactive contamination from Chernobyl fallout in this area, and 2) benthic communities and fish forage base. Of course, this decision is a real step toward more ecologically safe navigation in the Luga Bay. However we cant regard Ust-Luga port as absolutely harmless enterprise. According to the preliminary assessment the damage for fishery from the port construction was evaluated as 44 million rubles (1.5 million US dollars). The Ust-Luga company intends to compensate this damage by the proper investments to any fish hatcheries in Leningrad oblast.
